Caption: (NY4-Oct.6)POETESS AT FOGGY BOTTOM-Tomorrow, when Katie Louchheim’s book of poetry is published, she takes over as Acting Assistant Secretary of State for Educational and Cultutal Affairs for six weeks while her boss is away on a trip. Mrs. Louchheim, above holds the highest post currently held by any woman in the State Department. And she’s been writing poetry about 25 years.
